A small hard-hatted worker is out there right now, stacking blocks and pouring foundations, and flatly refusing to tell anyone what the plan actually is. That is where you come in.
Each question drops you onto a site mid-build, with only the clues laid down so far: the shape of the base, the angle of a wall, the tools left lying around. Read them, make your call, and move to the next lot. Guess well and the finished skyline is yours to claim. Guess badly and you will be admiring a very confident pile of bricks.
